A Federal United Kingdom and an English Parliament

Many people believe the United Kingdom can be preserved while also addressing England's democratic deficit.


A Federal United Kingdom would create a fair constitutional settlement in which England, Scotland, Wales, and Northern Ireland each have their own national parliament, while a federal government manages shared responsibilities such as defence, foreign affairs, and monetary policy.

An English Parliament would ensure that decisions on health, education, transport, local government, and other domestic matters affecting England are made in England by representatives directly accountable to the people living and working in England. This section explores how a federal system could deliver democratic equality, constitutional fairness, and more accountable government while maintaining the benefits of being part of the United Kingdom.
